MRAC coalition partners represent different constituencies affected by Medicaid Reform. MRAC ‘s mission is to ensure that consumers’ interests are safeguarded as they are enrolled in private managed care plans and that the level of care they receive is adequate and appropriate for their needs. JACKSONVILLE -- With nearly 8,000 Medicaid recipients having joined the state's pilot program in Duval County so far, Tampa-based WellCare Health Plans Inc. continues to dominate the market with four times the members that Shands Jacksonville's newly launched Medicaid product has attracted.

"I'm reasonably pleased with the numbers," said Doug Chaet, vice president of managed care for Shands HealthCare. "This is very early in the process."
